Missed alerts on any version > 5.8.6.7

I've tried just about every version since 5.8.6.7, and every time I upgrade to a newer version I have issues with slow or missed alerts. I run a UI3 panel with auto maximize on alert, and it will completely miss alerts and never maximize a camera. If I revert back to 5.8.6.7, everything works again, without fail. I use CPAI on a different box, so it is completely unaffected by the upgrades. Did something change in the newer versions that requires me to change something in order for alerts to work again?

Not only will it never maximize a camera, but it will also miss warnings entirely. It seems that this configuration will not be carried over to the BI app on my mobile device. Please tell me how to play this sound on my mobile phone. Can I activate this alert by going into the BI app on my phone and finding a certain setting?
