alerts tab and "all" tab notifications not lining up

I have been having this issue for a couple week were if i click on an alert or "confirmed alert" notification on the console itself it will take me to a time ahead of the actual alert. on my iphone the alarts send me to the incorrect time as well. If i go to the "all" notifications it takes me to the correct time right before the alert so i can actually view it.

I was on the newest releases and i just tried to downgrade to 5.8.9.5 and im still having the issue. I also tried to do a repair/regenerate of the database and that didnt help.

See attached screen shots. You can see the all clips shows the correct location to play the video and the alerts tab starts the clip much after the alert.
