Is my internet connection to blame ?

BI4 worked for years with phone app just fine, then a couple months ago started getting real slow in loading alert images and freezing, hard time connecting.
Upgraded to BI5 and same thing. CPU load is about 23% always - fast machine.
Phone app works fast as lightning with Wifi. Through internet slow as described.
Internet speed is 25mbps down and about 8mbps down with a 12 ping, slow I know. Cox checked line and said all looked good.
Tried limiting bandwidth on web server page and other tweaks with no luck.

Being Wifi works fast is the slow internet connection to blame ? Why it started slowing down, no idea.
