Are all your cams running at 30-33fps? 15fps will save a lot of bandwidth, and, disk space. 30fps is nice, but, if you use 15fps for a while, I think you'll find that it's fine. Good description of the problem.

How are you recording? Direct-to-Disc, or, encoding?
Can you provide some screenshots of the cameras 'Recording settings, and, 'Video file format compression settings?
Maybe I, or, someone can spot something.

Seems like the cameras are correctly switching with the IR Auto setting. To test, If these cameras are within reach, cover the IR sensor when in Auto, and they should switch. Otherwise, put them on Continuous recording and see how they do day/night. You could also shine a flashlight on the cameras a...

However, BI cannot connect to it like it could in the past. Seems like Foscam closed their cameras to third parties similar to D-Link.

I think I've read/heard that there is a settings file in the V5 folder to import the camera settings if there lost?
