The initial discovery port is determined by Blue Iris and is usually 80. The ONVIF 'device service port' is determined by the device and needs to be specified in place of the discovery port for the ONVIF stuff to work between end points. Proper time sync is important, not only between the cameras and the NVR, but between the NVR and Blue Iris.
Everything should be referencing the same time server with synchronization set for every twelve hours at absolute maximum.

For the money, nothing else even comes close to a Tapo C-110, but it's wi-fi and will need power. Worth the hassle of getting power to it considering everything else it offers. It would help if you could condense the columns to expose all of them, particularly the No Signal column. The ONVIF service port for those cameras is 2020. The streams should be /stream1 and /stream2.
