Not surprising at all, you should see an improvement at the same scale you reduce frames by. Going from 30 fps to 15 fps should halve your CPU usage.

The problem with Nest cams is that viewers such as BI need to rely on the nest service as an intermediary between BI and the camera. It might work one day by using a public URL from Nest to proxy the camera but if Nest ever changes their model or changes that URL then BI will no longer be able to se...

Some people have used the existing DVR as the converter. If your existing analog system publishes URLs for each camera you can point BI to those URLs.

As a last resort, I might try to setup a linux desktop vm and set its ip address to a static IP on the same netmask and connect from that VM.
