There are a couple of things to be noted here. You can start BI as a service, but that won't show the UI automatically. 1) If you let it sit without BI running, does it eventually freeze?

2) Also, 65% load is little high. If you haven't already done so, you may want to switch to direct-to-disk recording to help reduce the load.
