Try setting the password for the user to some simple text to see if that resolves the issue, I seem to recall reading ages ago that BI didn’t like some of the more stranger/special characters that Windows allows. What cpu and vid card do you have? Back when I first started I had issues related to the version of the Intel video drivers so might be worth checking an updating/dowongrading.

Another thing worth trying is disabling running Bi as a service then see if you can update and start the app without it crashing?

Try disabling all your cams and then see if it works?
