I resolved it. I installed another drive and restored to it. Took the 'bad' drive' and repaired it. Coudl have repaired the exsisting drive, but I wanted it back quicker.

I'm not making myself clear. I'm referring to the v4 to v5 upgrade, and a file generated by that upgrade for the cameras. The cameras should appear in V5. But, if they do not, then they can be imported by the import file in the v5 folder. Not taking the exported .reg files from v4 and importing them...

You wouldn't by chance have just upgraded to 1903? If so, look for and install the cumulative 903 fixes and try again. You may want to repair re-install the C++ 2015-2019 redistributes. In Blue Iris options, clip the 'Startup' tab. You can run BI as a service, and it will always run when Windows starts. The interface will not be running, but everything else is still working. aaaaaHHHHHHHHHhhhhhhh.... Glad to hear it's working. Maybe a Ip stack/cache issue... blaa blaa technical jargon. or, maybe it was the muffler bearings, or, air filter oil! Who knows! lol I remember years ago (I'm showing my age now) some Segate hard drives would 'stick' and fail to spin when powered...

Its totally fine if they decided to move the clips list from the right to the left, but having no option to move it back to the right makes no sense, i cant use it with the clips on the left, so i cant use this version and have to stick with BI4. BI sends the commands (IR, Brightness, Contrast, PTZ...) to the camera. So, they would be whatever the camera does with them.

Yes, I do export individual cameras.

I was referring to the V4 to V5 upgrade. I believe there is a file to import the camera settings (If they didn't carry over with the upgrade) in the V5 folder? Or, am I thinking of the BI settings file? I forget.
