remote viewing is based on a few things...
- How BI is set in the 'Web server/Advanced' Streaming encoder profile(s)...
- If viewing via the UI3, the 'Quality' setting - lower right corner, the gear icon.

Being your still on BI v4, I can't help since the differences between v4 & v5 are great.
I think I may have had issues with .avi when I was on v4. I'm using .mp4. Have you tried exporting as .mp4?

I would suggest contacting BI support, if you haven't already.

I would recommend the Pro. I considered the ShuttleExpress, but eventually choose the Pro due to it's additional buttons. The main reason was that the Pro version was elongated. Leaving IR on all the time wouldn't hurt since the camera would adjust itself for the lighting. You may want to set the IR to Auto so it turns itself on/off when needed. Blue Iris has the D9104B in it's auto configuration.
You could send BI support a request to add the specific camera to Blue Iris.
