Hardware acceleration is selected in the main system setup screen (or per camera if no default is established). Basic 'Intel' would be recommended for QuickSync. A Nvidea selection is also available. Try triggering the alert push action from a live camera motion trigger rather than using the 'test' function.
This is necessary when testing Pushover alerts these days and may also somehow apply to this situation with later BI releases.
