Those settings are the same that I can change.

My settings are actually close. I'm using 4000 bitrate, and 15 fps.

Out of curiosity can you change your CBR/VBR and keyframe? Somebody on another forum mentioned they could in their RLC-420's. Support from the vendor is a negative. They told me it's not supported to change from VBR to CBR or adjust the keyframe rate. That's the last Reolink product I'll ever buy. I've had mixed results over the years with disabling the page file. Windows 7 and 10. Hard drive and SSD. I've had mixed results with these too. Not this particular brand, but powerline adapters in general.

They are not as good as a true wired connection, but they are better than wireless in my experience.
