Stuttering video - please help

The problem I'm having is extreme video stutter. The web server stutter is very bad, the recorded clip is better but still not great. I'll include a link to both recordings for the same event below. The truck is driving at around 25 mph.

I'm super new to IP cams, I watched some youtube videos while setting mine up but the sheer number of parameters is mind boggling and I'm hoping to get advice from this community.

BI is installed on a local Proxmox server with a Windows VM. Intel i5-7500 with 4 cores (3 dedicated to this VM), has Quicksync. 16gb RAM (12gb dedicated to this VM), 4 TB hard drive for clips. CPU usage according to BI hovers around 10-15% with 3 Amcrest cameras. Substream and direct to disk video recording are enabled.

Update your GPU drivers and BIOS. Your GPU, or graphics card, is the component that renders the graphics of the video. Having the latest drivers can improve the stability, compatibility, and performance of your GPU. Your BIOS, or basic input/output system, is the firmware that controls the communication between your hardware and software. Having the latest BIOS can fix some bugs and errors that may affect your video playback. You can update your drivers and BIOS manually by visiting the manufacturer's website, or automatically by using a tool like Driver Easy.

Are you accessing the server using RDP? If so there is a setting to limit the screen refresh so have a look in the main settings for BI.

H265 can be quite problematic if you happen to be using it over H264. If you're running H265 encoding, switch to H264 and see if things smooth out.

You appear to have a max bit rate of 704 for a high resolution camera. I would expect 2,000+ for a 2k camera so that seems very low. What do the I-frame settings look like within BI5 ? I suspect they are closer to 0.5 rather than the required 1.

1 what is required? Second? Day? Month? Frame? Bit? 15th or 30th of a second? And how do you get 'closer' (or further away for that matter) to or from .05 whatever without some type of adjustment being available to do so? And why would that even exist?
