UI3 cycle cameras without access to all

I have noticed in the UI3 interface that if I remove access to a camera for one of the web users that the option to do a All Cameras Cycle disappears. Is there a way to allow the user to cycle cameras while removing access? I can add the camera to a group and hide the group from cycling, but the user can still see the camera if they select the all cameras view.
