User Permissions

I have a few user created for different people to have access to specific cameras and not others, it use to work fine. At some point that stopped working and I found out everyone has access to every camera!! Not good some of those cameras are meant to be private. I have checked the user settings of each camera to verify who had access to what but it does not appear to be working, Any suggestions?
