Add Watchdog Camera obstruction attack detection

I suggest new Watchdog camera obstruction/vandalism detection feature. If an attacker puts a tape or sprays the camera lens, or use other means, to obstruct the camera lens, then the Blue Iris Watchdog feature should detect this attack.

Add following options to the Blue Iris Watchdog panel:

a) Add checkbox "Detect camera obstruction/vandalism"

b) Add button "Sensitivity". Allows user to set detection sensitivity:
b1) Add parameter "Sensitivity setting". When attacker obstructs the camera lens, the image is likely to be extremely fuzzy, so not always 100% white or black. If sunlight partially shines through the obstruction tape, then image might be grey. If over sensitivity threshold, then alert should be triggered, see point (c) below.
b2) Add parameter "Obstruction coverage". If obstruction covers more than 1-100% of total camera image area, then alert should be triggered, see point (c) below.
b3) Add parameter "Make time". It should be possible to define how long time (seconds) the obstruction object is allowed to cover the camera lens without trigger an alert. If obstruction exists more than Make time settings, then alert should be triggered, see point (c) below.

c) Add Action button "On obstruction/vandalism...". Opens dialog screen where user can define an action (for example Sound, Push notification, Send SMS, Run a program, etc).
