Quicksync on Intel NUC w/i3-4010u

I have an old NUC i'm trying to use for BlueIris. The cpu supports h264 encode/decode via quicksync, but I can't get it to use it. I've tried setting the type to "Intel", "Intel+VPP", and "Intel Beta" but none of them use quicksync. One of my cameras is recording direct to disk h264, but the other is a webcam that's sending raw footage (i think mjpeg?) it's an old phone using droid cam.
