Will Blue Iris run on a Rock PI X?

Run? If you can install Windows on it, yes it will probably run.

I really don't think the Atom CPUs are going to have enough muscle to handle it. You might be able to get one or two cameras up and working if you're willing to play with settings and optimize it as much as possible. I'm also assuming you have disk space figured out. If you're doing it for a proof of concept or for a very specific use case, it's probably doable. But I doubt the user experience will be fun.

In a word, no.
You can get Windows to run on a Pi, but it's far too underpowered and slow to work. It's been tried and it's just not a practical solution.
Even trying to run Zoneminder on a Pi is pretty hairy, there's just not enough "oomph" for it to function acceptably.
