Why is my HikVision 4MP 1440p cam only streaming 1080P @ 2.1MP?

I have a Hikvision DS-2CD2743G1-IZS, and when I pull up the configuration in BI, it shows the resolution unselectable and locked at 1080p. In addition, is says the stream is 2.1MP. Should it not be 4MP if the camera is capable?

I have a similar problem, but in my case I can only see 640x360.
when I use the full rstp address on VLC I can see the image in 3k, just BI cant show correctly.

If you find a solution, please let me know
