CPU utilization high on specific cores

I recently setup BI on a new machine and have been trying to work out some issues with my Reolink cameras (yes, had I known about their issues I wouldn't have purchased them). Anyhow, I think I'm getting close to getting them working properly, but I've noticed that BI tends to hit high CPU utilization on a couple cores specifically while the rest of the system doesn't do too much. Is this a concern in terms of performance? Are there any settings I haven't been able to find that could distribute the CPU work load across more cores?

BI Hardware Setup:
Intel Core i7 14700k
64GB Ram
1TB NVMe primary drive running OS and BI DB
100 TB Raid6 SAS 12gb 7.2K with an 8 channel HighPoint controller on a 4xPCIE slot
Nvidia RTX 4000 SFF

Cameras:
14 Reolink Cameras all POE except for 5 that use Wifi
4x Duo2
1x Wifi Doorbell
1x rlc811a
2x 81ma
1x Trackmix
4x E1 Zoom on Wifi
1x cx410

BI Config:
Cameras use Intel + VPP
Codeproject AI using GPU
Substreams used on the cameras except for 811a, 81ma telephoto stream, track mix both streams, and E1 Zoom
Continuous recording to 100TB Raid6 drive only to New with delete when full (i.e. no moving to store)
Using 1 hour intervals with each camera using its own sub directory (reduce getting a large number of files in a single directory, currently around 100 something)
