Are you using dual stream configuration? The few hundred kbps makes sense for SD and the few thousand kbps makes sense for HD. Maybe BI is having trouble with that. Here’s a question I’ve been meaning to ask. With configuring a camera as a single dual stream, can you continuously record the SD stream and only trigger recordings on the HD stream?
Ideally it would be a single recording that Upgrades to HD when triggered.

I don’t know about the text overlay but I thought I recall something about overlaying weather so maybe it is possible. Woefully limited in information. Off the cuff thoughts, delete and recreate the camera if all else fails. Before that you can try verifying this: You need both the trigger and the action to record when triggered.
