As a temporariy fix, try booting into Safe Mode with networking on. See if BI will then launch properly.

Same issue, Windows 10. I even reinstalled Windows, fully updated, same result w/ clean install....no other programs installed. This computer only runs cams, so no big deal reinstalling Windows, and it had been a while anyway. BI- v5.3.2.11 (9/25/2020), subscription expired a year ago...so no update...
