I think it would be great if there was a way to leverage than Static object functionality without changing the mask region. Can't the mask region be segmented into selected areas without changing the entire region? Looks like only a few pixels would mask the car..., what there is of it to be masked...

Mask the location of the car's 'static' location. It then becomes a non-issue unless it either exits or approaches the masked area which would presumably trigger the appropriate action for the detected activity. Shut down the Blue Iris service just before sunset and leave the computer running to see if the sound still occurs.

LOL You may find your motion sensitivity a bit different with the sub streams simply due to the difference in pixel size compared to a 3MP image which is obviously comprised of much smaller and many more pixels than the 640x360 sub stream.
