After a reboot of the server now it is working again.
So I am not sure what the issue was.

So I found that by removing the substream from the camera configuration it now posts jpegs from the main stream.

I am assuming this is a bug in the software. Is there somewhere that I can tell it to post images from the main stream and not the substream?
