For 3-4 cameras I think that should be plenty of system. Of course a lot of that comes down to tuning and configuration. You can easily kill a CPU with the wrong settings. There is a 200+ page help file thats pretty helpful included with the installer. To the best of my knowledge it is not available outside the installer package and thats largely because it gets updated/tweaked with every (frequent) release. As IAmATeaf said, yes it can run as a service and auto-start...

I only do Intel decoding but you should be able to set the type of decoding you want each camera to do in the 'Video' tab of each. There is a default option which will revert to the system default value but otherwise you could set half to Intel and half to Nvidia (in theory). I wasn't aware of a dev...

My server runs on an actual rack mount server in my basement with no monitors connected (not conveniently anyway). RDP and WebUI (UI3) has been working fine for me! The UI3 interface itself causes negligible added resource utilization, if configured properly, so this is a great solution in my opinion.
