Yeah that should be a setting in your camera(s). Looks like your main stream FPS as well as the keys are all pretty poor.

Thoughts on installing something like Chrome Remote Desktop, Anydesk, or TeamViewer to have remote control access to the Blue Iris PC? Something like this might be the next best option, a bit of a hassle especially if you want prompt access, but it would/could ultimately work. I don't know for cert...

I think I would try the method of putting the server on the same vlan. That SHOULD be minimal cost - just time. You have tried so many options I think the only constant is the vlan hop through the Palo. As strong as my bias is against them, it certainly should be able to handle passing this traffic ...

I haven't done it myself but according to the site, any support renewal purchased now is for BI5 and includes 4 -> 5 upgrade. Microsoft still permits free upgrades from Win7 to Win10 assuming your Win7 license is legit.
